Freeway city name guidelines changed in Australia
Recently Waze editors in Australia have come to the decision that all navigable segments should have a city assigned including freeways. This has been updated in the Australian wzeopedia wiki here: https://wazeopedia.waze.com/wiki/Australia/Australian_Road_Names
Because Validator warns against using city names in freeway segments, it is now incorrectly flagging freeway segments. Therefore, if possible, validator needs to be updated for the Waze editor in Australia to not show this warning, and possibly even add a warning if a navigable segment does not have a city name.
